2022-2023 Business register entry / exit rates
The shifting of business entries and terminations (called “ex-officio exits”) highlights a stabler flow compared to the post-pandemic period.
Regarding business registrations , in 2023 there were 335 new activities in the audiovisual sector, a figure in line with 2022, while the overall industrial sector counted a contraction of around 20K units. Ex-officio terminations , on the other hand, have increased (29 companies on average less than in 2022, 423 in total against 394) even though the proportion is in line with that of the total economy.
Last year’s dynamics mostly concerned theatrical, video & TV production activities, with the start-up of new activities (14) and a certain consistency of exits (44). On the other hand, post-production entries (-13 units) and exits (-9) have decreased, while the exhibition sector counted no new businesses and 9 exits. Theatrical, video & TV distribution present a minimum entry/exit ratio, just as the TV programming & broadcasting sector does not show any specific turnover.
1 Registration at the Chamber of Commerce Business Register is a mandatory “one-off” administrative procedure defined at the start of a company. It consists of two phases: the first, where a digitally signed application is submitted electronically within 30 days from the start of the activity; the second, where the application is verified and proceeds to registration.
2 Termination or cancellation from the Business Register is an administrative procedure following a liquidation procedure of a partnership or joint stock company. Cancellation is a mandatory step explicitly imposed by law for joint stock companies, while partnership cancellations are rather controversial, both theoretically and legally. The adoption of an ex-officio termination data concerns “effective” exits and not exits due to administration issues bound to the cleansing activity of the archives on behalf of the Chamber of Commerce.

In the face of these rather contained general dynamics, Lazio stands out among the regions for its registration liveliness (12 new businesses), while Friuli-Venezia Giulia (-7), Veneto and Emilia-Romagna (both with 6 fewer new businesses) are on the negative side, tallying a reduction in start-ups.

Lazio also stands out for a significant number of terminations (-21 units, which add up to the 2022 figure, confirming an incoming and outgoing turnover), just as exits increase in Puglia (15) and Campania (11).
Ex-officio terminations show a contraction in Tuscany (8 less than the previous year), Veneto (-7), and Emilia-Romagna (-6), evidencing an overall slowdown in supply chain turnover.
