2021-2022 Business register entry / exit rates
The Chamber of Commerce Business Register allows us to update the framework by reading the entry and exit flow in the two years following 2020.
If in 2021 there was a certain recovery in business registrations1 and corresponding stability of ex-officio terminations2, 2022 does not show positive signs and indeed highlights a decrease in business entries (-50 compared to 2021, with a variation of -13.1% compared to 2020, for a total of -6.0%) and above all a worrying increase in terminations (+82, corresponding to a variation of +26, 3% compared to 2020, for a total lower value of +7.5%).
In absolute terms, the negative entry data is due to Theatrical, video & TV production activities, where 55 companies exited in the last year compared to 2021. Exhibition also decreased in registration entries (-10), while Post-production goes against the trend, having actually increased significantly compared to the previous year (+21), given that the figure is 1.7 times that of 2020.
1 Registration in the Chamber of Commerce Business Register is a mandatory “one-off” administrative procedure defined at the start of a company. It consists of two phases: the first, where a digitally signed application is submitted electronically within 30 days from the start of the activity; the second, where the application is verified and proceeds to registration.
2 Termination or cancellation from the Business Register is an administrative procedure following a liquidation procedure of a partnership or joint stock companies. Cancellation is a mandatory step explicitly imposed by law for joint stock companies, while partnership cancellations are rather controversial, both theoretically and legally. The adoption of an ex-officio termination data concerns “effective” exits, therefore not exits due to administration issues bound to the cleansing activity of the archives on behalf of the Chamber of Commerce.

Theatrical production also explains a significant share of actual terminations (30 out of 82), but equally significant is the figure for Theatrical, video & TV program post-production (29), thus confirming a significant turnover in the sector.
The regional data on business registrations highlight particularly negative data for Campania (-24, almost 60% fewer registrations), Lazio (-14, compared to 2021 -22.6%) and Puglia (-10, -50.0%). The data for Piedmont, however, is particularly positive, with 10 additional new businesses and an entry rate 45.5% higher than the 2021 data.

Effective terminations have grown in absolute terms, in particular in Lombardy (+22, a value that explains a quarter of the national closures, compared to 2021 +36.7%), Veneto (+11, +61.1% variation) and Sicily (+11, +110.0% variation). Piedmont also records a net increase in ex-officio terminations, confirming a high business turnover in the audiovisual supply chain in the region.
Finally, there are also regions where effective terminations have decreased, although not by much: Trentino-Alto Adige, Umbria, Molise, Campania, Apulia and Sardinia
